Yesterday before I did that, it did reset the ini with a fresh install, that didn't fix it for me. The extracting bsa thing did fix it and yes the game files were dl'd from steam by verifying cache integrity except for the additional voice files apparently. Unless something had deleted the voice file, it was alrady in your game. Extracting BSA files is very dangerous. Those files are not just packed but also ordered. Spilling any BSA files to your Data folder - or to it's subfolders - may cause hordes of bugs to your game, because Skyrim no longer has internal hierarchy for those files.
